SS/CON/6766 - SS/CON/6766 - Investment Decision Support Tool for ESB Networks Advanced Asset Management

ESB Networks intends to procure a single contract for the supply, implementation, licencing, support, and maintenance for a Cloud-based (and hosted) SaaS Asset Health Investment Decision Support Tool to inform decision making on asset investment, to facilitate optimisation of maintenance programmes and assist in regulatory risk reporting. The Decision Support Tool will be required to integrate with a Synapse Azure SQL Database to retrieve the relevant asset data for model input. The key aspects of the Asset Health Investment Decision Support Tool will be as follows: Commercial off-the-shelf functionality that will inform decision making on asset investment, facilitate optimisation of maintenance programmes and assist in regulatory risk reporting. A single and proven solution already in service in Utility Companies within the European Union and Great Britain that are of similar scale as ESB. The solution must be Cloud-based with the capability to integrate with a Synapse Azure SQL Database to retrieve the relevant structured SQL asset data. The solution must be capable of integrating with SAP PM. The data must be secured and stored in accordance with the relevant jurisdictional data protection regulations. The purpose of the tendering process is to engage with a third-party provider to supply, implement, licence, support and maintain a Cloud-based (and hosted) SaaS Asset Health Investment Decision Support Tool to inform decision making on asset investment, facilitate optimisation of maintenance programmes and assist in regulatory risk reporting for ESB Networks with the following core functionality (non-exhaustive list – high level scope): The solution must run on a cloud platform either hosted internal within ESB or external to ESB. Capability to integrate with a Synapse Azure SQL Database and retrieve Structured SQL data. Capability to integrate with SAP PM to send data from the decision support tool
