RE:  RFT 231463 - Request for tender for construction of 24 housing units at “Greally Park”, Arcadia, Athlone, Co. Westmeath, on behalf of Westmeath County Council.

Dear Sirs,

You are hereby invited to submit a bona fide tender for building works at Arcadia, Athlone, Co. Westmeath.  A soft copy of your tender should be submitted online through the e-tender website on or before the closing date, which is the 6th of March 2023 at 16.00hrs. Tenders received after this date and time will not be considered. Tenders will not be accepted outside the etender portal.  

Contractors shall note that the contract period for the overall development is 15 months with an additional 25 days programme contingency and contractors must be able to commence works on the contract within one month after award of contract.  Each tenderer shall submit an outline programme assuming a start date of the first week in April 2023.  The development shall be completed in two phases running concurrently, with the 11 houses completed in the first 12 months of the contract and the 13 apartments completed 3 months later.  The overall development will be 15 months. Westmeath County Council will take possession of the 11 houses after the practical completion certificate is issued and tenants shall be moved in. Contractors shall allow for completing all site development works within the first 12 months to allow for possession of the houses and shall allow for fencing off the apartment block area until it to is completed. 

During the tender process a site visit will be arranged for 8th and 9th of February from 9.00am until 1.00pm  to allow contractor to visit the site. All contractors are encouraged to familiarize themselves with the proposed site. The site investigation report and the soils contamination report is included in “Instructions to tenderers” and contractors are advised to read both documents prior to their site visit.

  • Instructions to tenderers form.
  • Suitability assessment form and appendices – Complete and return with your tender.
  • Health and Safety information – Complete the H and S questionnaire form and return with the tender
  • Public works contract -  4.1 PW-CF1_v2.6-07-2022 version.
  • Site investigation report and soil contamination report.
  • Public lights specification.
  • Irish water procedures.

Volume A ,  includes the following.

  • Architects drawings and specifications. (Particular and General specifications. )
  • Civil and structural engineering drawings and specifications.
  • Mechanical and electrical engineering drawings and specification.

Volume B,  includes the following,

  • Form of tender and schedule -- To be completed, signed and dated and returned  electronically on  dropbox on etender website.
  • Appendix “X” – To be completed and returned with your tender.

 Volume C ,  - (Uploaded in the coming days)  includes the following,

  • Bill of Quantities in pdf and Billsoft format. – Complete in full, sign, date and return. 
  • Mechanical summary pricing document. – Complete in full, sign, date and return. 
  • Electrical summary pricing document. – Complete in full, sign, date and return. 

Contractors must complete the “Suitability assessment questionnaire”  and accompanying appendices and return with their tender submission. Westmeath County Council will establish an independent assessment board for this tender evaluation. This board will be tasked with assessing all submissions by tenderers.  Contractors that fail to achieve the pass mark as set out in the suitability assessment form will be eliminated from this tender competition and their tender price will not be opened or considered.

Please note that the materials and equipment Appendix ”X”  list must be completed in full. The contents of this list will be discussed and agreed with the successful contractor at the pre-contract meeting and prior to signing contracts.
