Iarnród Éireann (IÉ) invites suitably qualified companies to participate in a tender process for the Supply of HVAC Filters for Rolling Stock.

Scope of Works:

Iarnród Éireann (IÉ) is seeking to enter into a long-term supply agreement with a specialist company[s] with a demonstrable track record in the Supply of Rolling Stock HVAC Filters [Heating Ventilation and Air Conditioning].

The HVAC Filters must be compliant with the following standards:

  • BS6853:1999 Code of Practice for Fire Precautions in the Design and Construction of Passenger Carrying Trains
  • Railway Group Standard GM/RT2130: Vehicle Fire, Safety and Evacuation
  • BS476 Part 7: Fire tests on building materials and structures
  • BS EN 779:2002: Particulate air filters for general ventilation – Determination of the filtration performance.

 

In addition to the standards listed above, the filters supplied to IÉ must meet the following requirements:

  • The filters shall have a proven background in Rolling Stock operations
  • The filters shall have an exchange periodicity as outlined in the IÉ Technical Specification
    • based on a HVAC duty cycle of approximately 16 hours per day, 7 days per week
  • Filters are required to maintain air flow throughout their duty life with flow reduction not exceeding 17% at time of exchange
  • Filters shall fit current HVAC equipment without the necessity for modification to the HVAC units
  • No specialised PPE (other than gloves, dust masks etc.) shall be required when exchanging the filters or the filter media
  • The performance of the filters and filter media shall not be affected in any way by the exhaust gases that may be present due to exhaust fumes entering the HVAC system from diesel engines
  • Filters shall not damage the HVAC equipment in any way during their working life
  • Filter material shall have a storage life in excess of 3 years
  • The filter shall retain the dust particles captured by the filter to reduce the risks incurred in handling used filters through dust inhalation

Please Note – Options:

  • Option 1: An option will be sought by Iarnród Éireann [IÉ] for a 2-ply laminated foam material type filter for its MKIV Fleet, and a trial period of no less than 3 months in service running will be required before approval by IÉ.
  • Option 2: IÉ may look at the option of using HVAC Air Filters which combat airborne particles that contain pathogens and viruses such as Covid-19 [SARS-CoV-2] for all fleet filter types.

Term:  The contract will be awarded for a period of 3 years, with an option to extend by an additional 12 months at IE’s discretion.

IÉ is now inviting applicants for the Pre-Qualification Stage of this 2-stage process.

Stage 1: To be considered for inclusion to the shortlist of companies who will be issued with ITT documentation, you are required to include all relevant information required as part of this notice. Companies will be measured and scored in line with the advertised selection criteria. 

Stage 2: A shortlist of companies will be provided with ITT documentation.
