Iarnród Éireann (IÉ) invites suitably qualified companies to participate in a tender process for the Supply of Rolling Stock Paint for its Fleets.
Scope of Works:
Iarnród Éireann (IÉ) is seeking to enter into a long-term supply agreement with a specialist company with a demonstrable track record in the Supply of Rolling Stock Paint. The supply agreement will cover the supply of both spray and brush rolling stock paint supplied in volumes no greater than 5 Litres, for all heavy maintenance and running maintenance activities at its Rolling Stock Spray Paint facilities. The rolling stock spray paint maintenance facilities are located at Inchicore and Portlaoise.
IÉ will require the company to supply our full paint product requirements and to also provide technical support to all of IÉ’s maintenance depots nationwide, the paint system must consist of a two-component solvent-based polyurethane coating suitable for exterior application to railway rolling stock. The paint system must have excellent durability, including long term retention of colour and gloss, for a minimum period of 8 years, and must be capable of over painting the existing two pack polyurethane paint coatings, and the base material must be capable, through conversion, of being used for both solid and base coat and clear applications.
Please note that deliveries may be required to various IÉ locations as and when required by IÉ, with on average in excess of 100no. purchase orders placed by IÉ on an annual basis.
Predominantly, the paint works will cover [but not limited to] the following:
- Base Metals
- Painted Sanded Metal
- Primer Topcoats
- Laquers
- Solid Colours
- Base and Clear
Product Trials: As part of the tender process please note that a product trial will form part of the tender evaluation process with the trial carried out to replicate the steps that IÉ Painting Staff take when they are painting a train, details will be provided as part of the tender stage of the process.
Please Note: Companies who Supply Rolling Stock Paint to IÉ must comply with IÉ’s CME Departments Technical Management Standard document ‘CME-TMS-309 – Rolling Stock Paint’ as this standard defines the painting process technical requirements for all of IÉ’s rolling stock. Term: The contract will be awarded for a period of 3 years, with an option to extend by an additional 12 months at IE’s discretion.

IÉ is now inviting applicants for the Pre-Qualification Stage of this 2 stage process.
Stage 1: To be considered for inclusion to the shortlist of companies who will be issued with ITT documentation, you are required to include all relevant information required as part of this notice. Companies will be measured and scored in line with the advertised selection criteria.
Stage 2: A shortlist of companies will be provided with ITT documentation.
