Clare County Council seeks to appoint a multi-disciplinary engineering and consultancy services team (the Consultant) to undertake the services required under Phases 2-4 of the TII Project Management Guidelines for the West Clare Railway Greenway – Sections 3 & 4.

The Competition for the selection of a Consultant is being procured through the Open Procedure. Please find attached Invitation to Tender (“ITT”) documentation in relation to the Competition comprising of:

(1) Suitability Assessment Questionnaire Documents

(2) Tender Documents and

(3) Additional Information Pack.

A full list of documents is contained in the enclosed Instructions to Tenderers. It is a basic principle of this tender that the Tenderers must provide all things and resources necessary to execute the project in accordance with the project objectives and scope of services and the tender prices must reflect this.

You are invited to submit a tender for the Services, complying with the enclosed ITT documentation in relation to this competition. This Contract Notice and ITT is addressed to all Applicants who wish to participate in the tender competition for the services described in the “Particulars”

The ITT documentation sets out the award criteria and award process which shall be followed by Clare County Council in making assessment of whether Applicants are suitable to provide the services, and from those Applicants deemed to be suitable, which tender is the most economically advantageous.

The appointment of the successful tenderer for the competition will be made under the Standard Conditions of Engagement for Consultancy Services (Technical) issued by the Department of Public Expenditure and Reform.
