Re: Invitation to Tender for Translation of written Ukrainian and Russian into/from English

On behalf of the NCSE you are hereby invited to tender for translation services for the above project. 

The National Council for Special Education (NCSE) was set up to improve the delivery of education services to persons with special educational needs (SEN). The NCSE is a statutory body. The aim of the NCSE is to support an inclusive education system that enables students and adults with special educational needs to achieve their potential.

The NCSE have a remit to co-ordinate student access to special classes and special schools places. This requires that students have professional reports to access these school places. The recent significant increase of students speaking Ukrainian/Russian requires the NCSE procure a dedicated translation service for documents, with a current focus on translation from Ukrainian or Russian into English.  

Ireland is welcoming Ukrainians fleeing the war in Ukraine. People are arriving on an on-going basis and many schools have welcomed children and young people from Ukraine. The focus for Ukrainian children and young people, including students with SEN, has been on supporting them to be placed early in a school setting and giving them the opportunity to settle in. Over 12,000 Ukrainian Children are now enrolled in schools.

For Ukrainian children with SEN enrolling in schools in Ireland, most children will attend a mainstream school, with additional supports provided. Where professional reports from the Ukrainian system are available, the parent(s) provide these to the school and the NCSE will organise translation of these reports. The professional reports include a history of the child’s education to date and a description of the child’s needs.

The NCSE are now seeking tenders for translation services to obtain a translation of the professional reports, from Ukrainian, Russian or other relevant language.
