This is a market sounding exercise, not a call for competition. The intention of this RFI is to:

  • Engage with the market to gain a better understanding of current capacity and capability in the supply market.
  • Gather specific market-place information to assist in the design of a future procurement process for these services.

 

The key objectives of this market sounding exercise are as follows:

  1. To establish the nature, structure, and capacity of the market to deliver the specified services to the Department of the Environment, Climate and Communications.
  2. To establish the feasibility of using a Framework or another procurement solution for the provision of these services to the Department of the Environment, Climate and Communications.
  3. To identify any obstacles or risk factors associated with the delivery of these services.
  4. To identify any points of concern to Small and Medium Enterprises (SME) and to gain an insight on how the tender process may be structured to facilitate SME participation.
  5. To identify any environmental and social considerations that should/could be considered in the delivery of Services.
  6. To establish the viewpoint of market operators on potential Lotting structures and drawdown mechanisms.
  7. To provide market operators with an opportunity to contribute to the overall strategy and approach to any potential competition.
