HSE 17466 - Multi-Supplier Panel for the provision of short-term temporary and locum HSE placements for nurses & midwives including specialist nurses / midwives

The Health Service Executive seeks to appoint suitably qualified recruitment agencies to two Panels – Tier 1 and Tier 2 - in order to meet the need for short-term temporary and locum nurses and midwives including Specialist Nurses/Midwives to the health sector in Ireland. It is envisaged that the maximum duration of the placements will be six [6] months. 

Within the Panel of qualified Suppliers it is the intention to have two Tiers (Tier 1 and Tier 2) of membership. The following describes how evaluation for membership of each Tier will be conducted:

Tier 2 Panel: All suitably qualified recruitment agencies will be invited to apply to be awarded to this Panel based on minimum compliance requirements outlined in the Selection Criteria for Tier 2. Agencies awarded to the Panel will be deemed Tier 2 Suppliers and will be notified accordingly.

Tier 1 Panel: A second competition will then be run among the qualified Tier 2 Suppliers only and all will be invited to apply.  An additional application will be required and agencies awarded to this Panel will be deemed Tier 1 Suppliers and they will relinquish their membership of the Tier 2 Panel. Membership of the Tier 1 Panel will be based on competency, capacity and tendered pricing. Applicants for Tier 1 must demonstrate experience and expertise of providing services of similar scale, complexity and scope to those required under this Competition. Applicants must provide comprehensive, detailed and convincing assurances that the Tenderer will deliver to the standard required by the HSE. The Tier 1 Panel will consist of a maximum of four [4] recruitment agencies. It is envisaged that the majority of nursing and midwife vacancies will be supplied by Tier 1 Suppliers to the HSE nationally and therefore much stricter award criteria will apply.

Note: employment agencies must first apply for Tier 2 Panel Membership and be awarded to this Panel BEFORE they can apply for Tier 1 membership.
