The objective of this RFT is to establish a multiple party framework for the review and technical evaluation of project applications for the Communities Energy Grant Scheme. The objective of the evaluation is to provide assurance that the energy savings indicated are engineeringly robust and in so far as is reasonably possible to assess correctly. The appointed service providers will be required to assist in the efficient administration and delivery of the Communities Energy Grant scheme and could be assigned any one or more of the following tasks: a) Initial determination and subsequent verification of the energy savings and energy credits associated with supported projects, based on technical workbooks and supporting technical product specifications supplied. b) Undertaking technical evaluations and value for money assessments of applications (potential conflicts of interest must be declared during or at appointment of assignments- see section 3.2 below Conflict of Interest). It is anticipated that one evaluation per day will be conducted with one additional day for preparatory and report completion work. This may require an onsite visit with potential clients from time to time. c) Evaluations will be over in one or more sectors/buildings as outlined in the tender documents.
