PROJ000008026 - The provision of a Recruitment Solution on a Software as a Service (SaaS) basis to the Public Appointment Service (PAS)

The Public Appointments Service (“the Contracting Authority”) invites requests to participate (“Responses”) to this pre-qualification questionnaire (“PQQ”) from economic operators (“Candidates”) for the provision of services described in Appendix 1 of this PQQ (the “Services”).

All queries relating to any aspect of this Competition or of this PQQ Stage 1 must be directed to the messaging facility on www.etenders.gov.ie (http://www.etenders.gov.ie/). Queries will be accepted no later than 5th August 2022 at 13:00 (Irish Standard Time) unless otherwise published by the Contracting Authority. For the avoidance of doubt, Candidates may not contact the Contracting Authority directly regarding any aspect of this Competition.

This public procurement competition (“Competition”) is being conducted in accordance with the restricted procedure under the European Union (Award of Public Authority Contracts) Regulations 2016 (Statutory Instrument 284 of 2016) (the “Regulations”) and the Competition will involve two stages as described as follows:

Stage 1: The Contracting Authority invites Responses to this PQQ and Candidates shall submit Responses in accordance with Part 2 below. Responses will be assessed in accordance with the compliance and selection criteria set out in Part 3 of this PQQ. Candidates that are non-compliant or that fail one or more of the selection criteria set out in this PQQ shall be eliminated from this Competition and shall not proceed to Stage 2. Candidates shall be ranked in order of merit and subject to the number of Candidates that fulfil the compliance and selection criteria in this PQQ, the five (5) highest ranked Candidates shall proceed to Stage 2.

Stage 2: It is intended the Contracting Authority shall invite a maximum of five (5) shortlisted Candidates to submit a tender in response to an Invitation to Tender (“ITT”). A Candidate which receives an Invitation to Tender and submits a tender (“Tender”) will be termed a “Tenderer”. Tenders received in response to the ITT at Stage 2 will be assessed in accordance with the requirements and the award criteria set out in the ITT and the Services Contract shall be awarded to the highest scoring Tenderer based on the most economically advantageous tender.
