Iarnród Éireann (IÉ) invites suitably qualified companies to participate in a tender process for the Supply of a CCTV System for its 2600 & 2800 DMU Fleets.

Scope of Works:

Iarnród Éireann (IÉ) has a requirement for the services of a specialist company to supply a railway approved CCTV Recorder System, with removable drive system and fully compatible high-resolution IP Forward Facing Cameras [FFC] and internal saloon IP cameras that are reliable and fit for use on rail vehicles, with the core requirement being the supply of a high-quality replacement CCTV system  that can be fitted to the existing installation / arrangement with a minimum of interfacing or modification.   Applicants are being asked by IÉ to participate in a tender process for the supply of railway approved CCTV equipment.

The 2600 DMU Fleet comprises of 8 x 2 car DMU’s and the 2800 DMU Fleet comprises of 10 x 2 car DMUs which were both manufactured by Tokyu Car Corporation (Japan).  There are two driving cabs per DMUs and the recorder and associated equipment to be supplied must be electrically compatible with this arrangement.  IÉ require the provision of a Closed-Circuit TV (CCTV) system on the Class 2600, 2800 DMU Fleets with both fleets primarily maintained at IÉ’s Limerick Depot.

 

IÉ Core Requirements:

The equipment and services to be supplied will include all the equipment necessary to fully integrate the CCTV system into the existing vehicles including brackets, cables, connectors, power supplies (DC/DC converters) and Ethernet switches, as well as all design maintenance and installation instructions.

The required technical solution shall include the following:

  1. Remote downloading functionality,
  2. Remote live viewing and playback functionality,
  3. Integration of a removable drive system,
  4. Contain fully compatible HD IP forward facing, vestibule, and saloon cameras,
  5. Include driver display from all cameras, including from coupled unit,
  6. Be supported by the supply of all associated equipment and vehicle interface design services.

The equipment and design shall be of high quality, reliable and fit for use on passenger rolling stock, with first of class testing to be conducted with IÉ as well as installation maintenance and operational training. 

 

Please Note:  IÉ will install the system following supply of agreed design, installation, and commissioning documents.  The contractor shall provide specific instruction for the design, installation, maintenance, configuration, and maintenance of the system both mechanically and electrically.  All design, installation and maintenance documentation and schematics relating to the system including integration design of the CCTV system into the DMU fleets shall be supplied and must be in the English language.

The services to be supplied will include system design, integration and will include all equipment necessary to fully integrate the CCTV system into the existing vehicle and support for safety approvals.  The successful contractor will also be required to install the new CCTV system into the first 2 car unit for the purposes of first in class acceptance / type testing,

Optional Pricing: IÉ will also seek optional pricing from the successful tenderer to undertake the installation on all units.

IÉ is now inviting applicants for the Pre-Qualification Stage of this 2-stage process.

Stage 1: To be considered for inclusion to the shortlist of companies who will be issued with ITT documentation, you are required to include all relevant information required as part of this notice. Companies will be measured and scored in line with the advertised selection criteria. 

 Stage 2: A shortlist of companies will be provided with ITT documentation.
