PROJ000007119 - PQQ Seeking Expressions of Interest for the provision of a Housing Programme Management Software as a Service (SaaS) Solution for the Department of Housing, Local Government and Heritage

The Minister for Housing, Local Government and Heritage is seeking responses to this pre-qualification questionnaire (PQQ) from economic operators for the provision of a Housing Programme Management Software as a Service (SaaS) solution as described in Appendix 1 to the attached PQQ.
This PQQ is being issued in stage 1 of a Competitive Procedure with Negotiation. Candidates who are successful at Stage 1 may be invited to respond to a request for tenders (RFT) at Stage 2 of this competition. All RFT documentation is included with this PQQ for information purposes.
The Department of Housing, Local Government and Heritage has responsibility for the formulation of housing policy and the strategic delivery of housing in the Republic of Ireland. To deliver on this mandate the Department currently funds and oversees more than thirty (30) different housing programmes, delivered at a local level by Local Authorities and by Approved Housing Bodies and funded primarily by the exchequer through the Department. Submissions for funding under the Housing Programmes are made by LAs on their own behalf and on behalf of AHBs.
Housing Programmes are the mechanisms by which housing policy is delivered and details regarding these Housing Programmes are set out in Annex 2 ‘As Is Overview’ to this RFT.
While there have been significant improvements in how data related to Housing Programmes is collected, stored and shared, further improvements have been identified to deliver critical business transformation. The procurement of a Housing Programme Management Software as a Service (SaaS) Solution is therefore core to the successful achievement of this business transformation.
Interested parties should note in particular the dates for receipt of clarifications and PQQ responses. These dates are included in the PQQ document.
PLEASE NOTE that ONLY the PQQ requires a response at this Stage 1 of the Competition.
