Tipperary County Council (the Contracting Authority) invites you to tender for services in the above consultancy services contract.

Form of Contract
The form of Contract will be:
• Conditions of Engagement Consultancy Services (Technical) COE1.

Project Details
The services contract is to provide Architect Led Integrated Design Team Consultancy Services for the Proposed Demolition of an Existing Library Building and the Construction of a New Library Building at Clonmel, Co. Tipperary.

Scope of Services
The purpose of this tender competition is to procure an Architect Led Integrated Design Team [AIDT] for Stage (i) to Stage (v) services in accordance with the Capital Works Management Framework.

Queries
Queries must be submitted to via eTenders query facility only. Queries will not be accepted if sent to any other email address. Refer to Instructions to

Tenderers (ITTs).
Tender Returns The latest time and date for return of Tenders is: as stated on published contract notice.

Tenders must be submitted via the electronic post box on www.etenders.gov.ie, with the onus resting with the Tendering party to ensure receipt of the submission before the latest time and date for receipt of tenders.

Tenders sent to any other address will be deemed to be invalid tenders. Unsigned tenders/tender proposal forms will likewise be deemed to be invalid tenders. The signatures must be that of a Principal or Director of the firm.
Tenders will be assessed on the basis of the Most Economically Advantageous Tender (MEAT). The marks for each of the award criteria will be as stated in the Instructions to Tenderers (ITTs).

Tenders must be in the format prescribed in the Form of Tender.

Tenders must contain:
• The completed and signed Form of Tender and Schedule, together with all associated back-up information.
• The completed Pricing Schedule.
• The completed response to Quality Criteria A, B, C and D.
• The completed and signed Suitability Assessment Questionnaire QC2 Part 2 for each Principal Service Provider.
