TII273 - Market Consultation in advance of the procurement of a Framework Agreement for Bitumen Emulsion Supplies and Services

This PIN relates to a ‘preliminary market consultation’ in advance of the procurement of a Multi-party Framework agreement for the Supply Only and the Supply and Spraying of Bituminous Emulsion which will follow this market consultation is currently envisaged using an open procedure. The aim is to appoint to the Framework, competent bituminous emulsion suppliers/manufacturers with experience and appropriate technical and professional ability in supplying and supply/spraying a range of bituminous emulsion products to Local Authorities participating in the Framework agreement. The suppliers/manufacturers that are admitted to the Framework will be invited to participate in “mini competitions” by the individual contracting authorities (Local Authorities) for the provision of supplies and services described in the mini competition tender documents. Mini Competition Contracts awarded under the Framework agreement will be awarded on the basis of the most economically advantageous on the basis of the award criteria set out in the mini competition tender documents.
