Ref: [7458A] : PRESSING OF FRONT-END PANELS FOR ICR FLEET
Iarnród Éireann (IÉ) invites suitably qualified companies to participate in a tender process for the Pressing of Front -End Panels for its ICR Fleet.
Scope of Works:
Iarnród Éireann (IÉ) is seeking to enter into a supply agreement with a specialist company[s] with a demonstrable track record in the pressing of aluminium components or similar products to facilitate the Pressing of Front-End Panels for its Inter City Railcar [ICR] Fleet.
IÉ wish to start a replacement programme which will be carried out coinciding with the degraded condition of the front-end panels on the trains. As the panels are overdue a replacement on a significant number of ICR lead cars, this will require the removal of the degraded front-end panel from the vehicles and replacing them with new panels.
The front-end panels are designed for the aesthetic presentation of the train and to protect underbody equipment from large debris on the track. The panels typically receive on track collisions with ballast animals, rubbish etc. The ICR’s operate at all speeds up to 161kph.
Quantity Required:
There is a total of 63 train sets, 126 lead cars with both a left and right front-end panel and 24 spares. Total of 150 pairs.
IÉ Core Requirement:
The basic requirements for the pressing of the panels as required by IÉ will cover [but may not be limited to] the following:
· The preference of IÉ is for the contactor to deliver all 150 pairs of front-end panels in one delivery.
· The contractor is to provide details on their proposed delivery schedule.
· The front-end panels are to be pressed from Aluminium Alloy 5754.
· The front-end panels are to be pressed from aluminium using two larges dies supplied by IÉ.
· The contractor will be required to assess the existing dies and to determine the
pre-manufactured sheet dimensions for both left and right side front panel dies.
· There contractor will be required to cut air slots in the front-end panels. IÉ will confirm the dimension and location of the air slots at ITT stage.
· There will an option for the contactor to supply the panels with completed mounting substrates.
· Arrangements can be made for the contractor to visit IÉ stores to view and assess the dies to verify capacity and condition queries.
· Arrangements can be made for the contractor to visit IÉ Maintenance Depot to view the front-end panels in order to take measurements etc.
· As the panel blank requires design work, the winning contractor shall be given an opportunity to assess the dies. IÉ can ship the dies to the contractor’s premises.
PLEASE NOTE:
· · In order to assess the dies internal dimensions, the dies will have to be shipped to the winning contractor as they are too heavy to view by IÉ.
· · IÉ have no details on the machine capacity, other than the weight of the dies are 14 tonnes each, and the measurements of the mounting arrangements are as per the attached drawing.
· · The attached drawing [M-60060-041 22000 Front Panel Dies Mounting Points] are the sizes of both tools. The drawing shows one of the tools, and the other is a mirror image.

IÉ is now inviting applicants for the Pre-Qualification Stage of this 2 stage process.
Stage 1: To be considered for inclusion to the shortlist of companies who will be issued with ITT documentation, you are required to include all relevant information required as part of this notice. Companies will be measured and scored in line with the advertised selection criteria.
Stage 2: A shortlist of companies will be provided with ITT documentation.
