It is ESB’s intention to use this procurement process to adopt a flexible 3rd party model which recognises the variety of Technology support and change processes undertaken by IT Delivery and CIO on behalf of ESB Business lines. This flexibility will be delivered though the appointment, following mini-tenders, of strategic partners which ESB will proactively engage with to achieve long-term benefits, value for money and innovation based on mutually desired outcomes. The objectives for ESB arising from this procurement process are to: • Develop relationships with strategic partners whereby the strategic partner is fully engaged in the delivery management of the service and takes a proactive role in the planning, resourcing, continuous improvement and performance management associated with service delivery; • Engage strategic partners who will lead the delivery of, and be accountable for, discrete proofs of value/concept; • Engage with strategic partners to identify opportunities for the mutual benefit of ESB and strategic partners through collaboration; • Engage strategic partners who will support the IT Strategy function in ESB in the management of Digital and IT strategies • Create a flexible approach to service delivery with consequential higher quality outcomes; • and, as a result, deliver business value faster, in a more cost-effective way to ESB.
