St. Paul’s School invites tenders from suitably qualified consultants for appointment to the Design Team for a ()new Single Storey Extension to replace Existing Temporary Accommodation to include Enclosed Linkage to Existing Building, External Hard and Soft Play Areas, Play Equipment, a Sensory Garden, Car Parking and Set Down Arrangements.
This tender is for a full Design Team, i.e. individual appointments for each consultancy discipline required for the project.

Submission of Tenders
Tenders to be returned via e-Tenders portal only by 12 Noon on 17th February 2020.
This notification to candidates is being issued by e-Tenders portal and shall be deemed to have been received unless the intended recipient can provide evidence of non-delivery. The non-receipt of such communications shall not invalidate the tender process or award for this project.
Tender submissions must be received by e-Tenders portal only, with the onus resting with the Tendering party to ensure receipt of the submission before the latest time and date for receipt of tenders.
Tenders sent to any other address will be deemed to be invalid tenders. Unsigned tenders/tender proposal forms will likewise be deemed to be invalid tenders. The signatures must be that of a Principal or Director of the firm.
Tenders will be assessed on the basis of the Most Economically Advantageous Tender (MEAT). The marks for each of the award criteria will be as stated in the Explanatory Notes attached to the Form of Tender.

Description of Project
St. Paul’s School is a school for students from age 4 to 18 years with moderate, severe and profound general learning disabilities. There are 97 pupils in the school currently and 51 staff. In total there are 15 classes: 7 x Moderate General Learning Disability and 8 x Severe and Profound Learning Disability, many with dual diagnosis. The school is under the Patronage of the Bishop of the Diocese of Cork and Ross, COPE Foundation is the Trustee and owns the site. The school benefits from the use of some of the other COPE Foundation facilities located on the site.
The existing school is a two-storey building with garden/playground inlets between the classroom blocks and in the courtyard off the main circulation. The prefab block is a standalone single storey block located to the west behind the main school building. There are two staff car parks. The landscaping has been well maintained and current play areas are minimal due to the restricted site and will need to be reviewed during design development. This building project aims to replace the temporary accommodation.
The main school building is in reasonable condition. The classroom layout is unique in the provision of a smaller class base with a shared larger central space between pairs of classrooms. It was suggested that the decanting requirements during construction of this proposed extension can be accommodated into these spaces. There is no further room to extend and there is no room to locate temporary decant accommodation on site while construction of the permanent building is taking place.
The Department of Education and Skills has approved an all-in grant for the provision of a new single storey extension to replace Existing Temporary Accommodation to include Enclosed Linkage to Existing Building, External Hard and Soft Play Areas, Play Equipment, a Sensory Garden, Car Parking and Set Down Arrangements. This grant must be used to build a permanent structure which should be positioned where it will not interfere with any future development at the school. It is a matter for the Client and its Design Team to assess where to locate the extension.
The Department’s Design Team Procedures 2012 and Technical Guidance Documents (available at www.education.ie (http://www.education.ie/)) must be applied to the project. St. Paul’s School will be the Client on the project and will engage with the Design Team at the various stages as outlined in the Design Team Procedures. A submission to the Department and a project review meeting in Tullamore, attended by the School Authorities and the Design Team Leader (and any other members of the Design Team required by the Design Team Leader to attend), will be required at the end of Stage 1 when the Brief has been analysed and options for development considered and prepared. After Stage 1 the responsibility for the delivery of the project within the available funding will rest with St. Paul’s School. While the normal project stages apply to this project (i.e. Stages 1, 2a(2), 2b, 3, 4 and 5) the fee payment stages are based on the milestones described in the Forms of Tender and Schedule B (which is attached to the Standard Conditions of Engagement for Consultancy Services).
The description is indicative of the size and nature of the project but the extent of accommodation to be provided may increase or decrease. Additional accommodation may be added to the brief including the provision of an additional school (on the same site or sites) at the discretion of the St. Paul’s School.
Any additional accommodation added at the discretion of St. Paul’s School is subject to the restrictions as set out in Article 72 of Directive 2014/24/EU (Regulation 72, European Union (Award of Public Authority Contracts) Regulations 2016.
Scope of Work
Full Architectural Consultancy Services in accordance with the Department’s Design Team and DoES Schedule of Stage Services for Construction Consultants (Revision 5, Jan 2018), current at the time of tender.
The Total Performance Period for the performance of the Services is stated in Section 4 of the Instructions to Tenderers document. The Performance Periods for performance of each stage of the Services will be set out in Schedules A and B to the Conditions of Engagement on appointment.
The Scope of Services may be increased or decreased at the discretion of the St. Paul’s School and the fee for such increases/ decreases will be determined at the Client’s choice in proportion to the increase/ decrease in those Services or by the Scheduled Time Charges for changes as specified in Clause 11 of the Conditions of Engagement.

The Notional Capital Value is €2,060,000.00 ex VAT
The service is for all project stages (i.e. Stages 1 to 5 inclusive). The project Type determines the Reference Hours that are assigned to the project. Candidates can view the reference hours for each discipline by opening the Excel Marking Matrix 2019, selecting the appropriate discipline and selecting the Project Type from the drop-down menu revealed by clicking on “Complexity Level”.
