Detailed Description of Proposed Works:
The development will consist of the demolition of three no. houses and associated outbuildings and the construction of 31. no single and 2 storey dwellings in two phases including 2 no. Apartments. Phase 1 to consist of 19 no. units and Phase 2 to consist of 12 no. units. Proposed ancillary works include, but are not limited to- the construction of footpath kerbing and roadway, provision for ducting for utilities, construction of surface water and foul drainage system including utilities, provision of earthworks, landscaping and construction of boundary treatments, construction of boundary walls and fences and temporary works.

Dear Sirs,
You are hereby invited to submit a bona fide tender for building works at Ennell Court, Mullingar, Co. Westmeath. A soft copy of your tender should be submitted online through the e-tenders website on or before 16:00 on Thursday 28th May 2020. This date has been extended following guidance issued by the OGP due to the current COVID-19 Pandemic. Tenders received after this date will not be considered. Contractors should note that the contract period is circa.10 months for each construction phase with an additional 25 days programme contingency. Works should commence on site immediately following the award of the contract (assume first week in July 2020, with phase 1 to be completed before May 2021. Each tender submission must submit an outline programme assuming a commencement date of early-July.
Due to this site being a brownfield site, please note that a Contaminated Land Consultant is now appointed by the client as part of this contract. The contractor shall facilitate access to the site accordingly and put in place control measures in accordance with EPA Guidelines for contamination.
Please note that the revised retention figure for this contract shall be 5%.

Contractors must complete the Suitability Assessment Questionnaire and accompanying appendices and return with their tender price. Westmeath County Council will establish an independent assessment board for this tender evaluation. This board will be tasked with assessing all submissions by tenderers. Contractors that fail to achieve the pass mark as set out in the suitability assessment form will be eliminated from this tender competition.
Please note that the “Materials and equipment” (Appendix X) list must be fully completed. This will be discussed and agreed at the pre-contract meeting.
