Scoil Padre Pio invites tenders from suitably qualified consultants for appointment to the Design Team for a new Stand Alone Extension consisting of 4 x 80m2 Mainstream Classrooms, 8 x 15m2 SET Rooms, 4 x 70m2 Base Classrooms, 4 x 12m2 Small safe place, 1 x Multi-Sensory Room, 1 x SEN Office, Ball Courts, Play areas and Parking.

 

This tender is for a full Design Team, i.e. individual appointments for each of the above consultancy disciplines. 

 

Form of Contract

 

The form of Contract will be:

 

(a)    The Standard Conditions of Engagement for Consultancy Services, DoES COE1 – including Schedules A&B (Architect, Design Team Leader),

 

or

 

(b)    The Standard Conditions of Engagement for Consultancy Services, DoES COE1 – including Schedules A&B (Engineers & QS)

 

as appropriate, both available at www.education.ie (http://www.education.ie/) under School Building & Design > Appointment of Consultants

 

Submission of Tenders

 

Tenders to be returned via e-Tenders portal only by 12 Noon on the 25th November 2019

 

This notification to candidates is being issued by e-Tenders portal and shall be deemed to have been received unless the intended recipient can provide evidence of non-delivery.  The non-receipt of such communications shall not invalidate the tender process or award for this project.

 

Tender submissions must be received by e-Tenders portal only, with the onus resting with the Tendering party to ensure receipt of the submission before the latest time and date for receipt of tenders.  

 

Tenders sent to any other address will be deemed to be invalid tenders. Unsigned tenders/tender proposal forms will likewise be deemed to be invalid tenders.  The signatures must be that of a Principal or Director of the firm.

 

Tenders will be assessed on the basis of the Most Economically Advantageous Tender (MEAT).  The marks for each of the award criteria will be as stated in the Explanatory Notes attached to the Forms of Tender.

 

Tenders must be in the format prescribed in the Form of Tender and Tender Proposal Form.  The Tender submission must comprise of:

 

  1. The completed and signed document entitled “Form of Tender (and Tender Proposal Form) for Consultants – Minor 2018 (for the relevant discipline)
  2. A signed copy of the DoES-QC1 Suitability Assessment Declaration 2017, with appropriate attachments.
  3. The completed and signed document entitled “DoES QC1-Appendix B1” – List of Services”
  4. The completed and signed document entitled “DoES QC1-Appendix B2 - Certificate of Satisfactory Execution”
  5. The completed and signed document entitled “Health and Safety Compliance Declaration”
  6. The completed and signed document entitled “Professional Indemnity Insurance Certificate-MF2.1”

 

The signature on the “Form of Tender/Tender Proposal Form” must be that of a Principal or Director of the firm.  Failure to submit all of the above 6 No documents will result in your tender being invalid.

 

Queries

 

Queries must be submitted through E-Tenders website.

 

All queries must be submitted as soon as possible and, in any event not later than 5 working days before latest time for receipt of Tenders although Scoil Padre Pio may at its discretion respond to queries raised after that date.  If Scoil Padre Pio responds to a query, it will send the response to each Candidate, unless the Candidate asking the query has clearly designated the query as confidential and Scoil Padre Pio agrees that it should be treated as confidential.

 

Description of Project

 

Scoil Padre Pio is a co-education, Primary school situated on the north side of Cork City.  The school is under the patronage of the Roman Catholic Bishop of Cork and Ross. It participates in Delivering Equality of Opportunity in Schools (DEIS).  Additional accommodation x 4 temporary prefabs was provided in temporary accommodation primarily.  This building project aims to replace this temporary accommodation with permanent structures that will enhance the school and provide modern teaching facilities. The works will accommodate a new main entrance and re-orientation of the site.

 

The Department of Education and Skills has approved an all-in grant for the provision of a new extension consisting of classrooms with ancillary accommodation, external works, play areas and car parking for the above school. This grant must be used to build a permanent structure which should be positioned where it will not interfere with any future development at the school.  It is a matter for the Client and its Design Team to assess where to locate the extension. 

 

It is proposed to construct a new standalone school building that will create a new main entrance to the school and replace the accommodation currently provided in temporary accommodation. 

 

The Department’s Design Team Procedures 2012 and Technical Guidance Documents (available at www.education.ie (http://www.education.ie/)) must be applied to the project.  Scoil Padre Pio will be the Client on the project and will engage with the Design Team at the various stages as outlined in the Design Team Procedures.  A submission to the Department and a project review meeting in Tullamore, attended by the School Authorities and the Design Team Leader (and any other members of the Design Team required by the Design Team Leader to attend), will be required at the end of Stage 1 when the Brief has been analysed and options for development considered and prepared.  After Stage 1 the responsibility for the delivery of the project within the available funding will rest with Scoil Padre Pio.  While the normal project stages apply to this project (i.e. Stages 1, 2a(2), 2b, 3, 4 and 5) the fee payment stages are based on the milestones described in the Forms of Tender and Schedule B (which is attached to the Standard Conditions of Engagement for Consultancy Services).

 

The description is indicative of the size and nature of the project but the extent of accommodation to be provided may increase or decrease.  Additional accommodation may be added to the brief including the provision of an additional school (on the same site or sites) at the discretion of the Scoil Padre Pio.

 

Any additional accommodation added at the discretion of Scoil Padre Pio is subject to the restrictions as set out in Article 72 of Directive 2014/24/EU (Regulation 72, European Union (Award of Public Authority Contracts) Regulations 2016.

 

Scope of Work

 

Full (1) Architectural, (2) Civil Structural Engineering, (3) Building Services (M&E) Engineering, and (4) Quantity Surveying Services (as appropriate) in accordance with the Department’s Design Team and DoES Schedule of Stage Services for Construction Consultants (Revision 5, Jan 2018), current at the time of tender.

 

The Total Performance Period for the performance of the Services is 36 months.  The Performance Periods for performance of each stage of the Services will be set out in Schedules A and B to the Conditions of Engagement on appointment.

 

The Scope of Services may be increased or decreased at the discretion of the Scoil Padre Pio and the fee for such increases/ decreases will be determined at the Client’s choice in proportion to the increase/decrease in those Services or by the Scheduled Time Charges for changes as specified in Clause 11 of the Conditions of Engagement.

The Public Works Contract to be used on this project (when a building contractor has been procured) will be the Contract for Minor Building & Civil Engineering Works designed by the Employer (PW-CF5) and Tender and Schedule for Minor Building & Civil Engineering Works (FTS5).  The version used should be that available on (http://www.constructionprocurement.gov.ie/) 10 days prior to the date set for the receipt of tenders.

This project is designated as  Type 2a(2)

 

The Notional Capital Value is   €2,500,000

  

This project is designated a Type 2(a)2 and the service is for all project stages (i.e. Stages 1 to 5 inclusive).  The project Type determines the Reference Hours that are assigned to the project.  Candidates can view the reference hours for each discipline by opening the Excel Marking Matrix 2019, selecting the appropriate discipline and selecting the Project Type from the dropdown menu revealed by clicking on “Complexity Level”.  The Excel Marking Matrix 2019 is only used for assessment of tenders.  For a full explanation of how tenders are assessed using the marking matrix see Explanatory Notes attached to the Form of Tender.
