The Minister for Public Expenditure and Reform on behalf of the Irish Prison Service (the “Contracting Authority”) is issuing this request for tenders (“RFT”) as a central purchasing body for use by the Framework Clients (defined below). The Office of Government Procurement (the “OGP”) is an office within the Department of Public Expenditure and Reform tasked with sourcing goods and services on behalf of the public service. References to the Contracting Authority will be deemed to include the OGP.
The Contracting Authority invites tenders (“Tenders”) from economic operators (“Tenderers”) for the award of a single supplier framework contract (the “Framework Contract”) for the supply of the goods as described in Appendix 1 to this RFT (“the Goods”).
In summary, the Goods comprise:
Meat, Poultry & Egg products to the Irish Prison Service as detailed in Appendix 1 and Appendix 2 of this RFT including Beef & Lamb, Pork & Bacon, Poultry (Meat) and Eggs.
This single supplier framework will be divided into Four (4) lots (each a “Lot”) as described below. Each Lot will result in a separate contract (each a “Framework Contract”).
The estimated value of the Lots is for general guidance purposes only and does not represent any commitment by the Contracting Authority to either participate in or spend the estimated values described below and by submitting a Tender, Tenderers so acknowledge and agree.
In respect of the Lots, Tenderers must be in a position to supply all of the Goods within that Lot and must submit a price in respect of each and every Good within that Lot. Tenderers who do not enter a price or who enter a price of €0.00 or less for any Good in the relevant Lot will be eliminated from the Competition in respect of that Lot.
