BE/SE/05/07/2019 - Provision of Road Passenger Transport Services - Bus Hire

The Contracting Authority proposes establishing a Multi Supplier Framework Agreement for the provision of Road Passenger Transport Services over a four year period. The Framework Agreement will be divided in to Lots by operational region. Within these Lots, all the routes (both Expressway and Non-Expressway) in that region will be advertised and service providers will be asked to quote for the routes that they wished to be considered for. The provision of these services will be for the purpose of supplementing existing bus services, in particular, at times of increased demand for seasonal or other reasons. Bus Eireann will define the age and specification of vehicle required for the Services. Only Coaches with a minimum capacity of 47 seats and up to 10 years of age are required. Coaches which fall outside this requirement will NOT be considered. When the framework is in operation, if and when a supplier is requested to provide a service on an ad-hoc basis or a short term operational duty for less than 14 days, in order to supplement an existing bus service on irregular basis, award will be by way of a ranking system for each route. The Framework agreement will allow for new routes/additional routes to be added. For allocation of defined work, cover of an operational duty for greater than 14 days, and special events Bus Eireann will run mini tenders within the operational regions or nationally with all service providers admitted to the framework. In circumstances where Bus Eireann requires bus hire as result of a bus breakdown, accident, emergency or other unforeseen event, the service may be offered to the most appropriate geographical based contractor on the panel. 
