The Health Service Executive (HSE) (on behalf of all Publicly Funded Health Agencies) invites proposals from suitably qualified Universities and Higher Education Institutions (HEIs) for the provision of the Nurse and Midwife Medicinal Product Prescribing education programme for the academic year and cohorts commencing Autumn 2019 to Winter 2023. Option to extend x 2 years This Process is to be inclusive and the HSE intends to maximise availability and access by panelling all suitable tender responses. In considering proposals the HSE will have regard to overall cost, fit with specification, accessibility for candidates and how the needs of the service and employees undertaking the programme are accommodated. In addition, as the HSE funds the payment of fees on behalf of its employees approved to undertake this programme, the HSE reserves the right to select service providers on behalf of candidates. The services required by HSE (Education Services) are classified as services listed under Article 74 and Annex XIV of EU Procurement Directive 2014/24/18/EC. This procurement process is fully compliant with the EU Directives. The requirement of the programme is outlined under Section 1 of this document, Specification of the Requirement. The Evaluation Process in Section 2 sets out the Selection and Award Criteria against which proposals are to be evaluated. In advance of completing the Tender Response Document please refer to Autumn 2019 to Winter 2023. Option to extend x 2 years the HSE Tender Competition Rules provided as part of the Invitation to Tender documentation.
