Construction of new 4 storey mixed use Community Building incorporating Cultural Heritage Centre (Museum), Library, Youth Facility and Community Hub (Approx. 3400sqm), external Community Space (Approx. 2500sqm) and Underground parking (127 spaces). Estimated Construction Cost: €12.0m. This project is supported by the European Union’s PEACE IV Programme, managed by the Special EU Programmes Body (SEUPB). The site in Monaghan Town Centre sits within the arc of the N54 National Route and adjacent to Glaslough Street, on the former site of the Council’s Machinery Yard. The building will act as a new Landmark for the town, providing high quality civic gathering spaces, landscaped areas and pedestrian routes. The site has been designed with universal access in mind to encourage a diversity of both uses and users. The building design focuses on delivery of an energy efficient building with low environmental impact. The materials will be environmentally sourced to a BREEAM A+ standard or equivalent in relation to sourcing and life cycle costing. The building envelope is designed to include high performance insulation and airtightness with large punched window openings to provide natural light and passive natural ventilation. This will be achieved by a combination of design proposals; a ‘fabric first’ approach to reduce the requirement for energy input into the building and using “The Green Guide to Specification” to specify building materials that have Grade A sustainability credentials (embodied energy/recyclability) and provide a highly insulated thermal envelope. The site ground conditions are poor. The building is designed as an insitu concrete frame with piled foundations including retaining structures. The upper levels include infill Steel Frame panels, large glazed openings and external clay brick, stone cladding and metal rainscreen systems.
