HSE 7802 - Single Supplier Framework Agreement for Clinical Management Systems - Specialised Care Services, for the Health Service

The Health Service Executive (HSE) is seeking to award a Single Supplier Framework Agreement (all terms established) and invites tenders from suitably qualified suppliers of clinical management systems (CMS) for the supply, modification (if necessary), installation, integration, implementation, hosting, data migration (if necessary) and on-going support of a Clinical Management System for Specialised Care Services (CMS-SCS) throughout the Irish Health Service.

 

The system will allow authorised users to manage patients’ clinical information, rehabilitation prescription and care delivery across the continuum of care. This document contains the specific requirements, functionality, and outputs required for the system.

 

It is HSE’s intention to award initial business for the following locations:

 

           the National Rehabilitation Hospital (NRH) in the provision of a national rehabilitation service at its new, purpose built facility on Rochestown Avenue in Dun Laoghaire, Co. Dublin,

 

           the Central Mental Hospital (CMH) in the provision of a National Forensic Mental Health Service at its new, purpose built facility at Portrane, Co. Dublin.

 

The scope of this project initially extends to provision of a Clinical Management System for national specialised complex rehabilitation, and national forensic mental health services provided by the NRH and by the CMH but will/may be extended to include other locations encompassing in-patient, outpatient, day patient, outreach, telehealth and/or acute/prison consultations.

 

The HSE encourages the marketplace to offer innovative, modern solutions to meet the specified requirement. Service Providers can propose partnership /consortium bids to offer the best possible solution for the HSE. The Tender Response Document provides for  consortium bids;  all  requested  information  must  be  provided  by  all  parties  to the consortium.   The   HSE  

will require   the   CMS   supplier   to   take   lead responsibility within each consortium but all parties must be jointly and severally liable to the HSE for the fulfilment of the terms of the contract.         

 

Please note that Trials/Demonstrations may form part of the evaluation of tender process. Tenderers will be required to indicate reference sites where the system they propose is already in use, and particularly any sites with a rehabilitation and/or forensic mental health remit.

 

In order to run this tender competition as efficiently as possible from both a service providers’ and a HSE perspective it is requested that service providers only submit a tender if they are confident that they have the technical ability, capacity, and expertise within their organisation to meet the requirements as outlined in the specification of requirements within the Tender Documentation.
