114 Railway Terrace - Proposed Housing Development at Railway Terrace, Mullingar, Co Westmeath for Westmeath County Council

You are invited to submit a fee proposal in respect of a fully integrated design team services for a development of Social Housing at Railway Terrace, Mullingar, Co, Westmeath for Westmeath County Council.

The subject site is located on the Clonmore Road and backs onto the old Athlone-Mullingar railway line which was closed for public transport in 1987. The site itself was in the ownership of C.I.E.

The site measures circa 1.45 hectares (3.58 acres), is 408 metres long and 60 metres at its widest point.    There are two protected structures on the site, a dilapidated two storey residential terrace and an engine shed to the rear. Both structures are of masonry construction.  There is a tenant in no. 1 Railway terrace. The remaining units are intact to wall plate level but have no roof structure and most of the window openings are closed up with blockwork.

It is the intention of Westmeath County Council to renovate Railway Terrace itself in order to accommodate up to 16 no. residential units. In addition the site can accommodate in the region of 24 no. new two bedroom apartments. It is proposed to accommodate these in four no.  three storey apartment blocks.  Notwithstanding the above Westmeath County Council are open to other configurations which can provide a similar quantum of dwelling units and will be particularly supportive of innovative high quality design. All proposed dwellings shall be of robust design, of low maintenance and shall meet the requirements of nZEB (nearly zero energy buildings).

The Council is seeking tenders for the services of a full design team in order to procure the proposed development.
