Summary

Enterprise Ireland is the government organisation responsible for the development and growth of Irish enterprises in world markets.  It works in partnership with firms to help them start, grow, innovate and ultimately to win export sales in global markets. It seeks to support sustainable economic growth, regional development and secure employment in Ireland.

The Small Business Innovative Research Programme (SBIR) is an initiative managed by Enterprise Ireland enabling public sector bodies to connect with innovative technology firms. The SBIR programme is categorised under EU law as ‘pre-commercial procurement’ or PCP. Through the initiative, the public sector body identifies a problem; firms are then invited via an open process to provide their proposal for a solution. Unlike the traditional procurement process, this offers the public sector body the opportunity to identify the problem, and then co-create the solution with the successful firm.  This allows practical input from end-user teams encouraged from the outset. For the firms who respond, it offers a transparent, competitive process, and a clearly-defined route to potential commercial exploitation. Developments are 100% funded, and intellectual property is retained by the successful firm.

Phase 1 of the process is intended to show the technical feasibility of the proposed concept.  Phase 1 awards may be made depending on quality of applications and budget.   The Phase 1 Invitation to Tender (ITT) will be published on www.etenders.ie.gov (http://www.etenders.ie.gov/) on 13/12/2018 at 17:00 and contracts are expected to be awarded in April 2019. Phase 2 contracts will facilitate the development of feasibility studies and detailed projections for successfully shortlisted candidates from Phase 1. The funding currently available will be up to €200K.

The Health Service Executive (HSE) is the Irish statutory body which runs all public health services in Ireland, a country with a population of 4.7 million people (2017 census).  Healthcare in Ireland, as across the Western world is changing radically. Demographic changes are occurring as a result of an ageing population, with a parallel rise in chronic disease along with increasingly complex interventions required of healthcare services. 

 

In 2018, for the first time, Enterprise Ireland has partnered with the HSE to develop technology enabled solutions to address a ‘challenge’ in chronic disease, with diabetes having been identified as a key area of concern.  Our ultimate aim is to harness digital innovation to ensure that fewer Irish citizens develop diabetes and its complications, and that those who are diagnosed receive appropriate care at an earlier stage. 

 

 

Please note that 100% of the current available funding is from Enterprise Ireland. Phase 1 awards may be made depending on quality of applications.   The contracts placed will have a maximum funding of €20K, including VAT. Phase 2 awards is dependent upon successful completion of Phase 1 and proposed prototype development. Phase 2 funding will be awarded to selected Phase 1 contractors only’
