Dublin City Council/Dublin Region Homeless Executive (DRHE), on behalf of the 4 Dublin local authorities and the HSE, is leading the tender process in relation to a contract for two distinct services: Lot A: Dublin Region Housing First Service A Housing First service to adults experiencing rough sleeping and long-term users of emergency accommodation. The service involves both managing existing Housing First tenancies and creating new Housing First tenancies. Housing First involves the provision of intensive housing and health supports to the service user for as long as required. Intensive case management involves frequent visits to the service user’s home to support them in maintaining their housing. Highly individualised health supports are also provided in order to address complex physical health, mental health and addiction needs. If a tenancy breaks down, Housing First supports the individual to another tenancy and the support service follows the person. Lot B: Dublin Region Assertive Street Outreach Service A Dublin Region Assertive Street Outreach Service to provide an on-street service to adults who experience rough sleeping. This service is the first point of contact with homeless services for people who sleep rough, but it also responds to referrals from local authorities, State agencies, NGOs and members of the public. The goal is to foster engagement, actively support people to move from the streets into temporary accommodation, link them with appropriate health supports, and to facilitate moves into permanent housing or other appropriate long-term options. Two contracts of service will be awarded to commence immediately upon completion of the tender process. Each contract will be for three years with the option, at Dublin City Council/DRHE’s reserved right to extend the contract up to a maximum of two (2) years where the total duration will not exceed five (5) years.
