 The Minister for Justice and Equality  (“the Contracting Authority”) is issuing this Pre-Qualification Questionnaire (the ”PQQ”) to call for requests from economic operators (“Candidates”) to participate in a competition (“the Competition”) to be conducted in accordance with the restricted procedure under the European Union (Award of Public Authority Contracts) Regulations 2016 (Statutory Instrument 284 of 2016) (the “Regulations”).  The ultimate purpose of the Competition is the award of a services contract ()(the “Services Contract”)] for the provision of the services as described in Appendix 1 to this PQQ (“the Services”) to the Irish Prison Service, an executive agency within the Department of Justice and Equality. It is intended that the Competition will be conducted in two stages as follows:

 

Stage 1: Candidates will request to participate in the Competition by submitting a response to the PQQ (the “Response”) in accordance with Part 2 below. Responses will be assessed in accordance with the selection criteria set out in Part 3.2 below (“the Selection Criteria”). The Selection Criteria consist of those which require assessment of Responses on a pass or fail basis (“Pass/Fail Selection Criteria”) and those which require assessment of Responses by the allocation of marks (“Qualitative Selection Criteria”). Candidates who fail one or more of the Pass/Fail Selection Criterion or fail to achieve the minimum mark in one or more of the Qualitative Selection Criteria shall be excluded. The Candidates who have not been excluded, shall be ranked in order of merit so that the Candidate who achieves the highest marks under Qualitative Selection Criteria shall be ranked in first place, the Candidate who receives the second-highest marks shall be ranked in second place and so on.
