The IAA has statutory responsibility for aviation safety regulation and air navigation services in Ireland. Section 32 of the IAA Act 1993 provides that the Minister shall every 3 years appoint a person to carry out an examination of the performance by the company of its functions in so far as they relate to technical and safety standards and air navigation. The Section 32 Examination was enshrined in the IAA Act 1993 to ensure that there was appropriate oversight on the safety performance of the IAA. The last Section 32 audit was carried out in 2014/15. The IAA is also subject to a strict oversight regime from both the International Civil Aviation Organisation (ICAO) and European Aviation Safety Agency (EASA). Proposed Scope of Examination/Terms of Reference 1. Examination of the progress of the implementation of recommendations of previous Section 32 audit in 2015 2. Actions outstanding from the previous Section 32 audit. 3. New developments and new Regulations (particularly new EASA/EU Regulations) since last Section 32 audit and IAA’s response to same. 4. Any other matters that may be relevant relating to the application and enforcement of aviation safety and air navigation services.
