Consultancy Services Framework - Framework Agreement for Consultancy Services to provide Design, Construction Managament and other Services for Transport Projects funded by Wicklow County Council

Applications are invited for setting up a Framework Agreement for Consultancy Services to provide Design, Construction Management and other Services for Transport Projects in County Wicklow, funded by Wicklow County Council. Full details of the type of projects and the services that may be required in respect of the projects are set out in Schedule 1 of the Framework Agreement Document.

The Framework Panel will consist of a maximum number of 10 applicants that meet the minimum standards for participation (Please refer to the Suitability Assessment Questionnaire). If more than 10 applicants meet the minimum standards for participation then the 10 highest scoring submissions under the award criteria set out in the Instruction to Tenderers will be included in the Framework Agreement. If more than one applicant receives the lowest qualifying score then all applicants with that score will be included.

 Wicklow County Council estimate that 10-15 contracts may be awarded under the Framework Agreement each year, with an average indicative value of each project ranging between €3,000 - €30,000 (These amounts represent estimates only and actual amounts may vary). Individual Contracts will be awarded on a Call Off by Competition basis. Any Contracts for individual projects entered into on foot of the Framework Agreement shall be governed by the GCCC Standard Conditions of Engagement for Consultancy Services (Technical).

To apply for inclusion on the Framework Panel the Applicant should submit:

(i)                  Completed and signed Suitability Assessment Questionnaire along with relevant documents and declarations;

(ii)                Completed and signed SAQ Appendix_A;

(iii)               Completed and signed Schedule 3 - Tender & Schedule along with a proposal setting out your company’s Overall Approach and Methodology, Value Engineering Techniques and Estimating and Cost Management.

Submission Date: Tenders should be submitted in a sealed envelope or box, clearly marked with the name of the Tenderer and the name of the Contract. Tenders must be submitted at the above address by 12:00 noon, on Wednesday 17^th October 2018. Submissions by fax or email will not be accepted. Queries will not be accepted after 12:00 noon on Wednesday 3^rd October 2018.
