TCC00477 - Tender for Participation in a Framework for Trainers

Tipperary County Council, acting on behalf of the local authorities of the Republic of Ireland has nominated the LASNTG (Local Authority Services National Training Group) to seek on its behalf tenders from qualified training providers for the provision of bespoke training courses.  This process will be implemented by the issuing of an invitation to Tender for Participation in a Framework for Trainers for the period 2019-2021 inclusive.  The LASNTG is also acting on behalf of the Local Authority Roads, Water and Environmental Services Training Groups in this process.   Training providers appointed to the framework will be obliged to provide the training under the supervision of the Regional Training Centres. Courses will be held either at one or more Training Centres or at another venue approved by the Regional Training Centres.  The Regional Training Centres are located in:

 

                                 i.            Ballincollig, Co. Cork,

 

                               ii.            Ballycoolin, Dublin,

 

                              iii.            Castlebar, Co. Mayo,

 

                             iv.            Roscrea, Co. Tipperary

 

                               v.            Stranorlar, Co. Donegal

 

These Training Centres arrange the provision of bespoke training courses for employees in the Local Government and allied sectors and the purpose of this tender is to establish a framework of qualified trainers from which the Training Centres can draw to provide such courses as may be required from time to time. The individual courses which may be required have been identified and specifications for each one are attached to this request for tender.     Lunch and catering facilities etc. will be provided by the Training Centres, though the Training Provider may be required to provide some or all of the equipment necessary for certain courses. The Training Provider shall be required to provide consumable materials for each course as set out in the associated specification for each course.

 

The detailed requirements, format of response and evaluation criteria for this tender are given in sections 2, 3 and 4 of this RFT, and the general terms and conditions that apply to the competition are given in section 5. The rules that will apply to the operation of the framework agreement are given in Appendix 1.

 

Tenderers may submit one proposal only as a Prime Tenderer (see section 5.16). However, Tenderers may submit a proposal in their own right and also participate as sub-contractors in one or more consortium bids.

 

Tenders and any supporting documentation must be submitted electronically via the eTenders web site ( (http://www.etenders.gov.ie/)).

 

Completed proposals must be received no later than 12:00 noon local time on September 14th 2018.

 

All communications, including enquiries, must be submitted via the eTenders website.                                                  

 

Tenderers should note that any queries arising from the Tender Documents or information provided to the Tenderers which may have a bearing on the offer to be made shall be dealt with as soon as possible and in any case not later than 5 working days before the closing date for tenders. No further enquiries will be accepted or processed after 5p.m. on the 31st August 2018.
