MMP052C - Pre-Qualification Questionnaire Seeking Expressions of Interest to Establish a Contract for the Supply Tobacco Tax Stamps
The Office of the Revenue Commissioners (the “Contracting Authority”) invites responses (“Responses”) to this expression of interest and Pre-Qualification Questionnaire (“PQQ”) using the Pre-Qualification Questionnaire Response Document (“PQQRD”)from economic operators (“Candidates”) for the provision of the goods and related services (“the Goods”) summarised in Appendix 1 to this PQQ. The Office of Government Procurement (“the OGP”) is conducting the procurement process (the “Competition”) on behalf of the Contracting Authority. The OGP is an office within the Department of Public Expenditure and Reform tasked with sourcing goods and services on behalf of the public service.
This Competition is a restricted procedure which will comprise the following stages:
Stage 1 - Short-listing - The seeking of Responses and the short-listing of all Candidates that are compliant and meet the selection criteria in section 3.2 of this PQQ; and
Stage 2 - Tendering and Award (“Stage 2”) - Those entities that have been successfully short-listed (“Tenderers”) will be issued with a Request for Tenders (“RFT”).
The purpose of this Stage 1 PQQ is to obtain sufficient information from Candidates to enable the Contracting Authority to evaluate Candidates based on their economic and financial standing and their technical and professional ability. The Contracting Authority will apply the selection criteria in section 3.2 of this PQQ to the Responses received in order to arrive at a short-list of Candidates to proceed to the Stage 2 and receive the RFT.
The Goods are Tobacco Tax Stamps for the purpose of collection and enforcement of Tobacco Products Tax (Tobacco Excise). The successful Tenderer to the RFT will be required to produce at least three (3) designs (“Enhancement Projects”) during the term of the Goods and Services Contract. The key features and summary of the Goods sought are set out in Appendix 1 of this PQQ. Candidates should note that due to the confidential nature of the Goods required, the full details of the Contracting Authority’s specifications, requirements and contractual provisions will be made available and set out in the RFT at Stage 2.
