Call for Competition - Supply of Standard, Bespoke and Safety Critical Engineering Fasteners
Iarnród Éireann (IÉ) is seeking to enter into a long term supply agreement with a specialist company with a demonstrable track record in the supply of standard and bespoke engineering fasteners in a safety critical application.
The supply agreement will cover all running maintenance and heavy maintenance activities at all of its rolling stock maintenance facilities nationwide. The rolling stock maintenance facilities are located in Inchicore and Fairview (Dublin), Limerick, Cork, Drogheda and Portlaoise.
Engineering fasteners are classified as being safety critical under the IÉ safety management system and as such, the successful applicant will be required to demonstrate that their supply chain is fully auditable and that their own quality management systems are robust and designed to ensure that only a best in class product is consistently supplied. Accordingly, and prior to any contract award, IÉ will undertake an audit of the preferred bidder’s organisation to verify and substantiate any information provided under ‘Quality Management’ as part of their pre-qualification application.
The Contract will require a designated engineering/technical resource to be available to IÉ both inside and outside of normal business hours to ensure that a consistent delivery service is maintained. The contract will cover the following (but not limited to);
(a) Supply of standard [Metric, UNC and UNF] DIN and ISO nuts, bolts, set screws, washers, split pins and hose clips;
(b) Supply of non-standard fasteners [bespoke] to replace OEM parts currently fitted to rolling stock;
(c) Provide technical assistance in the sourcing of alternative products to OEM parts currently fitted to rolling stock;
(d) Independent analysis of new existing fasteners to verify metallurgical composition and to ensure quality products are consistently supplied;
(e) Creation of bills of materials and fastener kits to interface with the heavy maintenance process;
(f) Develop a just-in-time approach to inventory management and provide on-going improvements to the internal supply chain; and
(g) The provision of an electronic catalogue to assist in the ordering process as IÉ intend at a future date to implement a punch-out catalogue solution to interface with IÉ’s SAP ERP System. This would involve the use of the SAP Open Catalogue Interface [OCI].
The Contract will require a weekly site visit to each of IÉ’s engineering locations by its nominated technical resource to monitor the supply chain and to provide regular feedback to IÉ. The successful company will be required to attend regular technical meetings to provide independent technical input into the selection of engineering fasteners and the development of work instructions.
The contract will be for an initial term of 3 years with the option to extend for a further 1 year at the discretion of IÉ.
