THR032F - Request for Tenders to establish a Multi-Supplier Framework Agreement for the Provision of Occupational Health Services
()The Minister for Public Expenditure and Reform (the “Contracting Authority”) is issuing this RFT as a central purchasing body for use by the Framework Clients. The Office of Government Procurement (the “OGP”) is an office within the Department of Public Expenditure and Reform tasked with sourcing goods and services on behalf of the public service. References to the Contracting Authority will be deemed to include the OGP.
The Contracting Authority invites tenders (“Tenders”) from economic operators (“Tenderers”) for appointment to a multi-supplier framework agreement (the “Framework Agreement”) for the provision of the services described in Appendix 1 to this RFT (“the Services”).
Tenderers should be aware that the Services sought herein are within Annex XIV of Directive 2014/24/EU on public procurement and repealing Directive 2004/18/EC (“the Directive”) and therefore this public procurement competition is not subject to the full set of rules of the Directive. This public procurement competition (the “Competition”) will be conducted in accordance with Regulations 74-77 of the European Union (Award of Public Authority Contracts) Regulations 2016 (Statutory Instrument 284 of 2016) (the “Regulations”).
In particular, the OGP will run a shortened time-frame procedure for the receipt of tenders (please see section 2.6 of Part 2: Instructions to Tenderers for further information on the Receipt of Tenders.
As the subject matter of the framework agreement comprises Annex XIV services in accordance with Directive 2014/24/EC, the establishment of the framework will not be fully subject to the provision of that Directive, in particular with regard to the choice of award procedure. The Contracting Authority will employ a competitive process analogous to the open procedure provided for in the aforementioned Directive in order to establish any framework.
The objective of this Request for Tenders (RFT) is to ensure effective and modern occupational health services are available to public sector bodies as and when required.
