Directive 2011/24/EU provides rules for facilitating access to safe and high-quality cross border healthcare and promotes cooperation on healthcare between Member States, taking full account of national competencies in organizing and delivering healthcare. The aims of implementing the Irish Open NCP exchange of Patient Summaries and ePrescription are, in line with the principles of cross-border care: o to ensure access to safe and high-quality healthcare; o to achieve a high level of trust and security; o to enhance the continuity of care for individual patients; o to enable the patient through the patient consent service The facilitating of the Irish Open NCP implementation consists of 3 key building blocks (i) Patient Summary (ii) ePrescription and (iii) a Test Harness to ensure the integrity of both the Patient Summaries and ePrescriptions. This Test Harness will also act as a key component of the eHealth Integration platform ensuring standards compliance across the Enterprise. The Health Service Executive now wishes to appoint a service provider for the provision of implementing Cross Border Services as per 2011/24/EU directive through the Open National Contact Point and a Test Harness service to facilitate above by February 2020. This tender will be divided into the following lots: Lot 1 – Infrastructure Open National Contact Point Implementation Lot 2 – Test Harness Please note that the Selection and Award Criteria is applicable to both lots. The duration of the contract is for 36 months with the option to extend for a further 2 x 12 months.
