Applications are invited for setting up of a framework 2017 for two number panels for each of the individual design team disciplines by means of use of restricted procedure

Short Description of the Contract or Purchases

Framework panels for

(1) Architectural,

(2) Civil Structural Engineering,

(3) Building Services (M&E) Engineering, and

(4) Quantity Surveying Services

for appointments for large primary and post-primary school projects (Type 2b and Type 3 projects). There will be 2 framework panels for each consultancy discipline.

Total quantity or Scope

Framework panels for full or partial (1) Architectural, (2) Civil Structural Engineering, (3) Building Services (M&E) Engineering, and (4) Quantity Surveying services (as appropriate), as current version (at time of secondary tender) of Design Team Procedures and DoES Standard Schedule of Stage Services for Construction Consultants available at www.education.ie or as set out in secondary competition tender documents.

The framework panels (8 in total) will consist of a maximum number of applicants that meet the minimum standard for participation (suitability assessment).  Only the highest scoring submissions, up to the maximum number identified, for each framework panel will be selected as participants.  Where more than one applicant achieves the lowest qualifying score all applicants with that score will be included in the panels. 

The project categories are Type 2b and Type 3. Type 2b generally refers to projects less than €2.5m with medium complexity or less than €7.5m without particular complexity, and Type 3 generally refers to projects less than €7.5m with medium complexity or greater than €7.5m.

The final decision on the assigned project type rests with the Contracting Authority. Any applicant qualifying for Type 3 will be automatically qualified for Type 2b for that discipline.

The duration of the frameworks will be 3 years from the date of formation to the issue of the last secondary competition tender documents. The date of formation will be the date of the award of the first call off competition.

 

Appointment to frameworks and contract award subsequent to secondary competition is intended to be awarded to single service providers. If a group of service providers apply either a lead service provider must be nominated who will be responsible for providing the service or a Joint Venture must be formed with whom the Awarding Authority will form the framework agreement/contract.

To apply for inclusion on the panels the Applicant must

(1)          Complete and sign the Suitability Assessment Declaration DoES-QC1 (Framework Agreement for Construction Consultants 2017), complete DoES-QC1-Appendix-B1, complete and sign DoES-QC1-Appendix-B2 for each of the three projects selected.

(2)          Send in signed Suitability Assessment Questionnaire DoES-QC1 (Framework Agreement for Construction Consultants 2017), DoES-QC1-Appendix-B1 and signed DoES-QC1-Appendix-B2 for each of the three projects selected.

Tender submissions must be received by eTenders portal only, with the onus resting with the Tendering party to ensure receipt of the submission before the latest time and date for receipt of tenders

 

Tenders sent to any other address will be deemed to be invalid tenders. Unsigned Suitability Assessment Questionnaire DoES-QC1 and unsigned DoES-QC1-Appendix-B2 (for each of the three projects selected) will likewise be deemed to be invalid tenders.  The signatures must be that of a Principal or Director of the firm.
