IHW019C - RFT for the Provision of A Shared Payroll Solution for the ETB Sector.
() The Minister for Education and Skills (the “Contracting Authority”) invites tenders (“Tenders”) in response to this Request for Tenders (“RFT”) from economic operators (“Tenderers”) for the
provision of the services as described in this RFT and defined in Appendix 6 (the “Services”).
T ()he Contracting Authority is establishing the Education Shared Business Services (ESBS) Centre to deliver shared services to the education sector. The first shared service to be established will
()be for the delivery of payroll and travel and subsistence (T&S) claims processing for the 16 Education and Training Boards (ETBs). The Shared Service payroll system as defined in Appendix 6
()(the “System”) will be accessed by 16 ETBs to capture and approve payroll and T&S claims. The System will be used to process payroll and T&S claims in the ESBS centre.
Tenderers should note that any contract entered into by the Contracting Authority pursuant to this Competition may be novated to any other Minister or any other public sector body, entity or office and by submitting a Tender, Tenderers so acknowledge and confirm.
In summary, the Services comprise: the provision, configuration and implementation of an "off the shelf” web enabled payroll solution and associated managed services for the delivery of payroll and travel and subsistence claims.
These elements are described in this RFT (including but not limited to Appendix 1 and Annex 1 thereto) and the Service Level Schedule in Appendix 6.
