Cork County Council seeks to appoint a technical consultant (the "Consultant") to prepare the necessary designs, planning documents, CPO documentation, construction tender documentation, contract administration and site supervision and PSDP to implement a number of junction upgrades, road improvements and the construction of a new roadway in the vicinity of Ballinglanna and Dunkettle, Co. Cork.

 

The purpose of these upgrades is to provide a suitable road network to accommodate existing and future pedestrian, cycle and vehicular traffic in the Glanmire, Ballinglanna and Dunkettle areas. This will be achieved through road widening, road realignment, junction upgrades, the redistribution of existing road space, upgrade of existing footways and creation of new pedestrian links and where necessary through land acquisition. The works required have been identified in the Glanmire Urban Expansion Area Transport Assessment, currently being finalised by Cork County Council. This project, while including junction and road network upgrades, will have a significant focus on active travel modes, namely walking and cycling facilities.

 

It is the intention of Cork County Council to seek planning permission for the proposed transport improvements through a Part 8 planning application. It is intended that all proposed transport infrastructure improvements shall be included in a single planning application. The scheme which receives planning permission from Cork County Council will be brought through a detailed design process and a compulsory purchase order process in order to acquire all lands necessary to construct the scheme.

 

Upon receipt of planning permission and the acquisition of the lands necessary to construct the scheme, Cork County Council intend to appoint competent contractors to carry out the construction of the proposals. It is intended that two construction contracts will be entered into by Cork County Council. The successful Consultant shall be required to prepare all tender and contract documents necessary to complete two construction projects. The Consultant shall also be required to fulfil the roles of Clients Representative and Resident Engineer for the duration of both construction contracts. It is not envisaged that both contracts shall run concurrently.
