The Minister for Public Expenditure and Reform is issuing this Request for Tender as a central purchasing body for use by the Framework Clients. The Office of Government Procurement (the “OGP”) is an office within the Department of Public Expenditure and Reform tasked with sourcing goods and services on behalf of the public service. References to the Contracting Authority will be deemed to include the OGP.
The Contracting Authority invites tenders from economic operators for appointment to a multi-supplier framework agreement for the provision of Training Services under the Protected Disclosures Act 2014 as described in Appendix 1 to this RFT.
In summary, the Services comprise of:
Training services, including General Overview Training and Advanced Training, to be provided nationwide to the entities listed at 1.4 below in relation to the Protected Disclosures Act 2014.
The Protected Disclosures Act (the “Act”), signed into law in July 2014, provides statutory protections for workers against reprisals in circumstances where they disclose information relating to wrongdoing that has come to their attention in the workplace. This Act provides a single overarching legislative framework that protects whistle-blowers in a uniform manner in all sectors of the economy.
