The Office of Government Procurement is issuing this request for tenders on behalf of University of Limerick (“UL”).
The Contracting Authority invites tenders from economic operators for appointment to a multi-supplier framework agreement for the provision of the services described in Appendix 1 to this RFT.
In summary, the Services comprise:
IN SCOPE: The Services required under this RFT are for the up to and including €2,000 (ex-vat) printing requirements (“General Print Services”) of UL including but not limited to booklets, brochures, catalogues, manuals, reports, flyers, leaflets, newsletters, posters, business cards, continuation sheets, compliment slips, letterheads, NCRs, CAD drawings, binding, laminating, scanning and fulfilment.
OUT OF SCOPE: The Services required under this RFT will not include general stationery (example pens), paper supplies (for photocopiers) and blank envelopes as already provided for by the Office of Government Procurement under existing central State contracts. They should also exclude individual procurements for General Print Services over €2,000 (ex-vat).
GOAL: Facilitation of the procurement of high quality printing services for low value high volume (short run) items.
PROCUREMENT STRATEGY: Reduce the complexity and/or transactional costs of procuring items by appointment of multiple suppliers with the majority of orders being placed with the highest ranked supplier (“Preferred Supplier”).
The word majority is used as while it is envisaged that the bulk of General Print Service requirements under or equal to €2,000 (ex-vat) will be procured directly from the Preferred Supplier the Contracting Authority reserves the right, at its discretion, to request a quotation for any General Print Services under €2k (ex-vat) from all Framework Members and to proceed to procure the Services based on the lowest price submitted.
ESTIMATED USAGE: It is estimated that UL currently spends approximately €152,000 ex-vat per annum on the provision of these various print services. This spend is across 381 individual jobs giving an ex-vat average order value (“AOV”) of €398. While it is expected that this level of business will continue or be exceeded, it is not guaranteed. It must also be noted that there are 337 of these jobs below the €1,000 (ex-vat) value which would have a €267.67 (ex-vat) AOV.
PRINTING PROCESS: While not a requirement, due to the nature of the requirements of the Services it is expected that the prices submitted by Tenderers will be for the most part based on printing items using a Digital Printing Production Process. It will be up to the Tenderer to calculate the most economical method of printing.
