HSE CHO 1 Disability Services invites tenders from suitably qualified non-statutory service providers in the Cavan/Monaghan, Sligo Leitrim and Donegal areas for Residential Service Provision commencing initially with residential services for services users living in congregated settings in the Sligo area to HSE-owned or sourced premises within the Sligo/Leitrim area.
This document outlines the structure of the competition and explains the nature of the specifications, which are being provided in additional documents.
Tenderers are advised that they may be required to attend clarification meetings/presentations at short notice following the closing date for the receipt of submissions.
Note: Tenderers should note that tenders received for a similar requirement - the National Tender for the provision of Residential Supports (Inclusive of New Directions Services and Respite Supports as delivered by Private for Profit Providers, HSE Ref 4903 - are currently under evaluation, and is separate to this process.
HSE now undertakes this tender process due to the urgency of the immediate requirement for residential service provision for residents to be decongregated from the Cregg Campus to HSE-owned or sourced properties.
HSE reserves the right to use the outcome of this tender competition, and of the tender competition Ref. HSE 4903, to meet similar needs within CHO 1 throughout the duration of these contracts, if and when HSE identifies such a requirement, at its discretion.
HSE may award a contract to one or more service providers as a result of this tender competition, with the preference of a maximum of 2 service providers. However, HSE will award contract(s) which best meets its requirement in delivering a quality service and achieves best value for money.
The Tender process will be run under Article 74 of EU Directive 2014/24/EU (Annex XIV Services - Formerly Annex II B Services)
Please note that this competition will be managed electronically, i.e. the Invitation to Tender documentation is available to download from the etenders website, (http://www.etender.gov.ie/), and tenders must be submitted by uploading the tender electronically via the website e Post-Box.
You are advised to allow plenty of time to complete and upload your tender submission by the closing date for receipt of tenders, 12:00 Noon Monday 29th May 2017.

The final date for receipt of queries in respect of this tender competition is 12:00 Noon Friday 19th May 2017.
