Associated of Irish Racecourses (AIR) is the representative body of Irish Racecourses which advises and assists its member racecourse owners and executives on all matters pertaining to Irish racing. AIR was originally established in 1964 to promote the interests of horse racing generally in Ireland and particularly the interests of racecourse owners and executives.
Horse Racing Ireland (HRI) was formally established by the Horse and Greyhound Racing Act 2001. Its mission is to develop and promote Ireland as a world centre of excellence for horse racing and breeding. Its primary functions include the development and promotion of the Irish horseracing industry, the development of authorised racecourses, the administration of prize-money at race fixtures and the control of the operation of authorised bookmakers. Subsidiaries of HRI include Tote Ireland Ltd., HRI Racecourses Ltd., and Irish Thoroughbred Marketing Ltd. HRI Racecourses Ltd. owns and operates Leopardstown, Fairyhouse, Navan and Tipperary Racecourses.
For the Purpose of this tender process the above bodies will act as a purchasing body.
Contracting Authorities
Each racecourse is an individual Contracting Authority. Contract will be established directly with each contracting authority that are the individual racecourses.
The racecourses are: Ballinrobe, Bellewstown, Clonmel, Cork, Curragh, Down Royal, Downpatrick, Dundalk, Fairyhouse, Galway, Gowran Park, Kilbeggan, Killarney, Laytown, Leopardstown, Limerick, Listowel, Naas, Navan, Punchestown, Roscommon, Silgo, Thurles, Tipperary, Tramore, Wexford.
Initially a framework agreement will be entered into in the form of a tripartite agreement between HRI, AIR (as agents for its member racecourses) and the service provider.
Ultimately, HRI / AIR Racecourses must be satisfied that they can develop and maintain a superior partnership with the successful tenderer.
HRI/AIR on behalf of the Contracting Authorities has identified the need for a Wide Area Network (WAN) encompassing the 26 Race course sites and a data centre site. The data centre will house whatever central equipment is required for the wifi service and provide Internet breakout.
It is the intention to implement the solution across all 26 sites; however each site will be subject to an analysis, taking in to consideration the benefits to the racecourse and the industry in general and the cost of implementation at each site.
HRI/ AIR on behalf of the Contracting Authorities will also require proposals for an optional managed service for the WAN. This service should be a complete turnkey service to monitor and manage the WAN on behalf of HRI/AIR.
HRI/ AIR on behalf of the Contracting Authorities also require proposals for an optional Tier 3 Co-Location Hosting facility for the WAN ‘head-end’ with space for equipment required for the Wi-Fi service head-end equipment and Internet connectivity.

The deadline for receipt of queries is 17:00 on Tuesday the 21st February 2017 and the deadline for receipt of submissions is 12 noon on Monday 6th March 2017.
Without prejudice to the principle of equal treatment, HRI/ AIR on behalf of the Contracting Authorities is not obliged to engage in a clarification process in respect of tenders with missing or incomplete information. Therefore, tenderers are advised to ensure that they return FULLY COMPLETED tender submissions in order to avoid the risk of elimination from the competition.
