Purchasing Bodies
Associated of Irish Racecourses (AIR) is the representative body of Irish Racecourses which advises and assists its member racecourse owners and executives on all matters pertaining to Irish racing. AIR was originally established in 1964 to promote the interests of horse racing generally in Ireland and particularly the interests of racecourse owners and executives.
Horse Racing Ireland (HRI) was formally established by the Horse and Greyhound Racing Act 2001. Its mission is to develop and promote Ireland as a world centre of excellence for horse racing and breeding. Its primary functions include the development and promotion of the Irish horseracing industry, the development of authorised racecourses, the administration of prize-money at race fixtures and the control of the operation of authorised bookmakers. Subsidiaries of HRI include Tote Ireland Ltd., HRI Racecourses Ltd., and Irish Thoroughbred Marketing Ltd. HRI Racecourses Ltd. owns and operates Leopardstown, Fairyhouse, Navan and Tipperary Racecourses.
For the Purpose of this tender process the above bodies will act as a purchasing body.
Contracting Authorities
Each racecourse is an individual Contracting Authority. Contract will be established directly with each contracting authority that are the individual racecourses.
The racecourses are: Ballinrobe, Bellewstown, Clonmel, Cork, Curragh, Down Royal, Downpatrick, Dundalk, Fairyhouse, Galway, Gowran Park, Kilbeggan, Killarney, Laytown, Leopardstown, Limerick, Listowel, Naas, Navan, Punchestown, Roscommon, Silgo, Thurles, Tipperary, Tramore, Wexford.
A list of Racecourses is provided in Appendix E of the published Pre-Qualification Questionnaire (PQQ).
Horse Racing Ireland in partnership with the Association of Irish Racecourses (AIR) is seeking a suitably qualified technology partner to design and implement a Wi-Fi solution on behalf of 26 Irish Racecourses (Contracting Authorities). For a specification of requirements, please refer to Appendix C of the PQQ, Specification of Requirement.
The framework agreement is being awarded under the restricted procedure, which involves two distinct stages:
In the first instance, candidates are invited to complete and return the attached Qualification Questionnaire (Appendix A), which contains qualification criteria employed to assess candidates’ financial capacity and technical ability.
Candidates must achieve a minimum rating of 40% for each of the qualitative criteria in Appendix A weighted criteria in order to avoid elimination form the competition. Following the evaluation of completed qualification questionnaires, it is envisioned that at least the five highest-scoring candidates and no more than the seven highest-scoring candidates will be provided with invitation to tender documents, which will contain a detailed specification of requirements and further instructions regarding the competition. The invitation to tender documents will seek the return of full tender submissions, including financial proposals, which will be evaluated in order to appoint a successful tenderer. Following expiry of the statutory standstill period, the successful tenderer will be appointed as the single framework operator.
Failure to submit detailed responses to each of the pre-qualification requirements may result in the submission not being qualified to advance to the next stage of the process.

The deadline for receipt of queries is 17:00 on Monday the 9th January 2017 and the deadline for receipt of submissions is 12 noon on Thursday 19th January 2017.
Without prejudice to the principle of equal treatment, the Contracting Authorities are not obliged to engage in a clarification process in respect of submissions with missing or incomplete information. Therefore, candidates are advised to ensure that they return FULLY COMPLETED submissions in order to avoid the risk of elimination from the competition.
