GLA Moorings Framework - Tri-GLA Framework Agreement for Moorings

In support of their fleets of floating Aids-to-Navigation (AtoNs) and their ongoing statutory duties, the General Lighthouse Authorities for the United Kingdom and Ireland (the GLAs) are each users of significant quantities of mooring equipment, including: • Open Link and Stud Link Chain Cable; • Bridles, including associated swivels and links; • Shackles, including Forelock, Bow, Kenter and Joining types; • Grey Iron Sinkers/Anchors. The majority of mooring components will be used in the deployment of navigational buoyage. Navigational buoys serve as markers for navigation in many of the channels, coastal regions and seaways of the United Kingdom and Ireland. These Aids-to-Navigation are serviced for four separate locations: • Harwich, Essex - Trinity House; • Swansea, South Wales – Trinity House; • Oban, Western Scotland – Northern Lighthouse Board; • Dun Laoghaire, County Dublin – Commissioners of Irish Lights. This Invitation to Tender process addresses the requirements for the consolidation of the GLA’s spend on mooring-related components, with the aim of creating a framework agreement for the supply of these items to a set of agreed and established specifications. Each GLA would then place individual purchase orders against the framework agreement to address their demands. It is anticipated that the duration of the resulting framework agreement will be four years(3+1), with appropriate provisions for review/termination provided for in the terms and conditions of contract. The key aims of this tendering process are as follows: • Reduce costs by consolidating procurement requirements and fostering economies of scale; • Improvements in delivery timescales and increased visibility of supply; • Improved quality of service and supplier/customer relationships management; • Improved planning and logistics, due to established stock and/or lead-times.
