Dear Supplier,
A regional geochemical survey of soils, stream sediments and stream waters in the border region of Ireland was recently completed by the Geological Survey of Ireland (GSI). Further soil sampling at approximately 20,000 sites will take place in the period 2016–2019.
This RFT is for geochemical sample preparation of these soil samples by drying, disaggregation, sieving of the whole sample to <2 mm fraction coarse powders, and agate ball milling of 30–35 g of the <2mm sample fraction until nominally 95% is <32 μm fraction. Several sub-samples of the milled material are to be weighed out and stored in secure containers. A number of reference materials, supplied by the Client, are to be weighed, potted and labelled as per regular samples and instructions from the client. Individual samples are to be transported from Dublin, Ireland to the Contractor’s chosen facility to be prepared into disaggregated dry, fine powder samples. The prepared samples are to be returned to Dublin, Ireland.
Tenderers who propose alternative methodologies to those specified are reminded that the required specifications herein must form the basis of any proposed technical methodology. Alternative and superior technologies may be considered, and any deviation from the requirements set out here shall be evaluated against the Award Criteria.
Tenderers should note that only compliant and qualifying tenders shall be evaluated. The Selection Criteria are set out in Part 3, Section 3.2 (pages labelled 17–20 of this RFT) and the Award Criteria, including minimum required scores, are set out in Part 3, Section 3.3 (pages labelled 21–23 of this RFT). Note also the Tenderers’ Statement (Appendix 3) and Tenderers’ Aide-Memoire (Appendix 5).
The absolute total number of samples is estimated and the final quantity will depend, inter alia, on sample collection by a third party under a separate contract and the availability of funding in 2017 and later years. It is estimated that 1000 samples (±10%) will be available in 2016. A single sample price is required in the pricing schedule. Some soil samples are anticipated to be available for immediate collection and start of works upon award of contract. Time is not of the essence and the timing of sample availability is dependent on completion of the separate sampling contract.
Tenderers must respond with a proposal for the entire works.
