A focus on project/programme cycle management is at the core of how CSDEU manages its grants and partnerships with NGOs. This includes the appraisal, approval, monitoring and evaluation of all programmes of work and partners. CSDEU applies a transparent and clear set of principles and criteria at each stage of the project/programme cycle when selecting partners and allocating resources. NGOs in receipt of Irish Aid grants receive grants on the basis of meeting clear and transparent eligibility criteria, and all grants are subject to a robust appraisal process and monitoring. The overall objective of this Framework Agreement is to provide high quality technical input/support to ensure that best practice quality standards are coherently applied across all stages of the project/programme cycle. This consultancy framework will encompass a range of specific skills (Section 3: Selection Criteria for Admission to the Framework) to support the appraisal, approval, financial review, monitoring and evaluation of projects and programmes of work, as well as internal processes supporting the effective management of the Unit’s funding to NGOs.
