Media Planning and Buying Services

safefood proposes to engage in a competitive process in order to establish a single-operator framework agreement for Media Planning and Buying Services. The duration of the framework agreement will be for 4 years. For the avoidance of doubt, the period for delivery of any subsequent contracts entered into under the framework may extend beyond the date of expiry of the framework. The framework agreement will be established on the basis of a competition for a tender exercise. The successful service provider will be expected to develop strategic media plans, choose the most effective and cost efficient advertising media and to possess extensive knowledge of both traditional and new media. The successful provider will be expected to acquire this medium at the keenest possible price consistent with purchasing goals. Media buying will be required in respect of Television/AV, National and Local Radio, National and Local Press, including free-sheets, Outdoor Posters, Cinema, ambient and digital/online advertising. There will also be a specific requirement to purchase digital media interventions, this could potentially include: Banner advertising, Search engine Marketing & Optimisation, Mobile Device advertising / Social Media incl. Facebook advertising etc. safefood may also require the successful service provider to undertake the management of its social media platforms. The successful service provider may be required to provide ancillary services such as assisting in sourcing and negotiating sponsorship for advertising campaigns, advertiser funded programming and media sponsorships. The historical spend on media buying services for the past two years is circa €1 million, including VAT and Media Agency fees. This figure is supplied for indicative purposes only as there is no guaranteed spend for the initial contract and/or framework agreement.
